David C. Clement graduated from Louisiana Tech University with a bachelors degree in Architecture. While at Louisiana Tech University, Mr. Clement served as the president of the American Institute of Architectural Students.

Mr. Clement has extensive experience with every phase of a construction project. As an intern-architect, Mr. Clement worked as the Project Architect on numerous construction projects. Mr. Clement’s responsibilities included: client contact, schematic design, design development, preparation of construction drawings, construction observation, drafting construction specification documents, computer aided drafting, code research and reviewing construction contracts. Mr. Clement currently serves as Vice-President and General Counsel of a local 15 person, multi-million dollar architectural firm.

Mr. Clement received his law degree from Loyola University Law School in 1995. Mr. Clement served as a staff member of the Loyola University Law School Moot Court. The Moot Court Board selected Mr. Clement to serve as an arguing member and chief brief writer of the Moot Court team that attended the Vanderbilt National First Amendment Invitational.

Mr. Clement was admitted to practice law in Louisiana in 1995. Mr. Clement has represented architects, engineers, owners, developers, sureties, insurers, contractors and subcontractors in the areas of real estate and construction law. Mr. Clement has completed the National Institute for Trial Advocacy ("NITA") intensive deposition skills program. Mr. Clement has also completed the Louisiana Association of Defense Counsel intensive Trial Academy skills program.

In October of 1997, Mr. Clement attended the AIA Contract Documents: Generation Next seminar hosted jointly by the American Institute of Architects and the ABA Forum on the Construction Industry. The AIA Contract Documents seminar concentrated on the 1997 modifications to the AIA standard construction contracts B141 (Owner-Architect Agreement) and A201 (General Conditions of the Contract for Construction). Mr. Clement is a frequent speaker to construction industry associations on various construction law issues, including construction contracts, recent construction law developments and the Americans with Disabilities Act. Mr. Clement is a member of the American Bar Association, the Forum Committee on the Construction Industry and the Louisiana Association of Defense Counsel.

Mark F. Gates, a Louisiana registered Architect since 1987, has extensive hands-on experience in the construction industry. Mr. Gates has worked as a construction administrator for a property management company, as a project architect for a major architectural firm, and as a specialist in both national and local zoning, building and life safety codes. Mr. Gates has also worked as the first Building Official for the City of New Orleans, and as Deputy Director of the Vieux Carre Commission regulating development in the Historical French Quarter District in the City of New Orleans. Mr. Gates recently served as Deputy Assistant Secretary in the office of the Louisiana State Fire Marshal. Mr. Gates is a founding partner of the firm TitleSource, a Limited Liability Company in Metairie, Louisiana.

Mr. Gates was appointed to an ad hoc committee charged with drafting the Existing Buildings Code for the Southern Building Code Congress International. Mr. Gates is a member of the American Institute of Architects (AIA), the Louisiana Architects Association and the New Orleans Chapter of the American Institute of Architects.

Mr. Gates received his law degree from Loyola University in New Orleans in 1995. Mr. Gates served as a staff member of the Loyola University Law School Moot Court. While a member of the Moot Court Staff, Mr. Gates served as a Moot Court Teaching Assistant. Mr. Gates also served as a member of the Loyola University Environmental Law Society. As a member of the Environmental Law Society, Mr. Gates contributed to the Louisiana Environmental Compliance Survival Guide, an overview of all environmental laws and regulations affecting Louisiana.

Mr. Gates was admitted to practice law in Louisiana in 1995. Mr. Gates was also admitted to practice law in Mississippi in 2003. Mr. Gates has represented architects, owners, developers and contractors in the area of construction law and commercial litigation. Mr. Gates is a member of the Louisiana Bar Association, the American Bar Association, the Forum Committee on the Construction Industry, the Louisiana Association of Defense Counsel and the Defense Research Institute. Mr. Gates has completed the Louisiana Association of Defense Counsel intensive Trial Academy skills program. Mr. Gates also has extensive experience in developing databases through computerized document imaging techniques.

Paul A. May, has worked in the public sector for over 35 years in zoning and land use development for the City of New Orleans and is qualified as an expert in zoning and land use issues in the Civil District for the Parish of Orleans. Mr. May has worked as Chief Planner for the City Planning Commission conducting analysis of zoning and land use development proposals, drafting and obtaining enactment of new regulations. Mr. May also worked as the first Zoning Administrator for the City of New Orleans and was responsible for the administration, interpretation and enforcement of the zoning ordinance and related land use regulations. Currently, Mr. May serves as the Director of the Department of Safety and Permits and is responsible for the supervision and coordination of the department’s permitting process, plan review, inspections and enforcement of the building, zoning, electrical and mechanical codes.

Mr. May received his law degree from Loyola University School of Law in New Orleans in 1996. Mr. May also served as a member of the Moot Court staff.

Leslie J. Hill, has practiced law in the State of Louisiana for the past three years. Ms. Hill received her law degree from Loyola University New Orleans College of Law in 2008. During law school, Ms. Hill gained invaluable experience as a law clerk at a New Orleans based bankruptcy and creditor defense firm, as well as the Jefferson Parish District Attorney’s Office.

Ms. Hill previously practiced succession law and family law before joining Clement Gates & May.

Prior to attending Loyola University College of Law, Ms. Hill graduated from Loyola University New Orleans in 2004 with a major in Political Science and a minor in History. She was a member of the University Honors Association from 2000 until 2004. She also served as a Spanish tutor in the Ross Foreign Language Lab on Loyola University’s campus.

Ms. Hill was admitted to practice law in Louisiana in 2009. She is a member of the Louisiana State Bar Association.
